Architects Welsh and Carey designed this hotel which contained eighty-nine rooms and forty-two baths. The original owner was owner John W. Proctor and the hotel was named Hotel Proctor.

The building contributes to Uptown Tenderloin Historic District which was listed on the National Register of Historic Places in 2008.

When we photographed the building, it housed a single room occupancy residential hotel (SRO).
