The first concrete girder bridges in California were built around 1910. This design was still on the cutting edge of bridge technology when the First Street Bridge was constructed by the engineering firm of Leonard and Day. The senior partner, John B. Leonard, was one of California's most important designers of concrete bridges in the early 20th century.

The bridge was notable for its sweeping central arch.
