The Bellevue-Staten Apartments and Garage are significant for their contribution to the broad pattern of the development of apartment buildings on the shores of Oakland's Lake Merritt in the 1920s.
The two-building complex possesses high artistic value as a masterwork of the Oakland and San Francisco architect, Herman C. Baumann, who designed over 500 apartment buildings between 1925, when he began his practice, and 1959, the year he died.
