This Moderne building was designed by the firm of Starks and Flanders.

Leonard F. Starks was born in Healdsburg, California, in 1891. Among his buildings are the Fresno Bee Building (1922) and several notable buildings in Sacramento including the Fox Senator (1924), the Elks Temple (1925), the Alhambra Theatre (1927), and the Post Office and Courthouse (1932).
